RENTRI: why is the GPS mandatory and who must register?

The Ministry of the Environment and Energy Security (MASE) has issued a decree establishing the Regulation on the “Discipline of the Waste Traceability System and the National Electronic Register for Waste Traceability (T.U.A.),” commonly known as the RENTRI system. This system is currently in force but requires companies involved in waste management to register starting at the end of 2024, following a transitional period used for evaluations, feedback, observations, optimizations, and voluntary trials conducted by companies and industry associations.

Who Needs to Register

  • Companies, organizations, and entities that produce, process, or transport waste or operate as waste brokers or intermediaries
  • Industry associations representing businesses and providers of technological solutions
  • Professional operators, including entities and businesses involved in waste transportation, recovery, disposal, or brokerage
  • Consortia for the recovery and recycling of specific types of waste
  • Producers of non-hazardous waste derived from industrial, artisanal, or waste, water, and gas treatment processes, with more than 10 employees

 

The deadlines for registration vary based on the type of activity and the number of employees. Large producers and professional operators must register between December 15, 2024, and February 13, 2025. However, some producers of non-hazardous waste, such as waste from commercial, agricultural, construction, and demolition activities, are not required to register but must still use the RENTRI system.

Starting in the coming weeks, Eteria will keep you informed and updated on RENTRI, following the deadlines set by Decree 59/2023 and Ministerial Decree MASE 97/2023. Eteria will also offer specific training to help companies use the RENTRI system for their waste management activities.

Companies registering with RENTRI for waste transportation (whether mandatory or voluntary) must install a GPS (satellite geolocation system) on their vehicles at their own expense. This system, which includes GPS, smartphones, business software, and internet connectivity, will replace paper-based tracking systems. Companies will enter their waste management data into the "National Electronic Register for Waste Traceability," making the information available to all stakeholders (Producer – Transporter – Intermediary – Recipient – Urban Waste Collection Service Manager) and regulatory authorities.

Waste Management GPS Fleet Tracking

The ETERIA - RENTRI agreement is already active, allowing companies to start evaluations, seek clarifications, plan for GPS applications required by RENTRI deadlines, and transition from paper-based to digital waste traceability wherever possible.
